Energy efficiency obligation schemes in Europe

The article reviews international examples of energy efficiency obligation schemes in Europe. It presents the main characteristics of successful schemes, their operational logic and some of the key regulatory details that significantly influence the size, composition and time trend of the savings generated. The practical implementation of these key regulatory elements is illustrated by a case study from Italy.
