Financing Building Renovations – The New Green Savings Grant Program
Only a few, if any, support programs in the field of building energy efficiency can claim 15 years of continuous development and improvement based on progressive experience.
In addition to several changes to the name of the New Green Savings Programme, the conditions of the programme have also been significantly modified to make them clearer, simpler, and more attractive for applicants. It is perhaps surprising that the scheme has not achieved this by increasing the subsidy rate. The scheme has gradually steered funding in the right direction, at the same time acting as a public awareness-raising tool and educational platform for professionals. The programme has successfully responded to changes in the social and market environment and has succeeded in fully digitizing the application administration.
The webinar will present the main historical milestones of the programme’s development, experiences, and lessons learned over a 15-year period.

The Importance of Mitigating Information Barriers and Technical Assistance
In light of the adoption of the recast EPBD directive, and with the intent of improving the energy efficiency of buildings, Slovakia looks to design and implement its own national structure for One-Stop Shops (OSSs). Homeowners presently experience difficulties in accessing funding for renovations due to inconsistent planning of support programs and information barriers regarding technical and financial aspects of the renovation process.

First Online Workshop
The first online workshop took place on 27 November 2024, bringing together experts to review the project’s initial findings and gather additional examples of effective renovation policies. The event focused on four key themes:
- Financing of energy renovations
- Mitigating information barriers
- Whole-life carbon requirements
- Decarbonization of heating
Each topic was discussed in a 25-minute session, with experts assessing their relevance and potential for upscaling within the V4 region. The primary goal was to validate the selected themes and enrich the project’s knowledge base with further best practices from across CEE region.
